Why shouldn't they be? Think about it - a picture takes about 1/2 a second to take. Finding some chick to pose is probably the hardest part. But each of these drawings take days, if not weeks, to complete. Exclusive content used to have a pretty crap collection, but I'm impressed with the quality of the work that their artists are putting out, now.
Re: the web-legal link - I'd use caution when ordering any of those hentai titles. I have it from a reliable source that the company that put those packages together for resale did not have permission from the artists and game companies to do so. I know one artist in particular is readying his lawyers because of this. So be careful - I expect that the license on at least some of that content will be retracted.
If you have a paysite, http://www.mmganime.com/content/ distributes their own stuff, and it's pretty decent quality.

from what I understand, neither does web-legal.
This is just what I gather from the discussion I read: Web-legal is reselling this package for Suave Communications. The hentai content that they're reselling is a bunch of artbooks scans, fan art pics, and misc game captures. One of the pictures on the samples page was drawn by an artist who says that Suave never asked permission to use his images in the collection - he didn't even know that this package existed until someone pointed it out to him. They also cropped out the copyright & signature from a bunch of the artist scans.
All I'm saying is that if you bought that package, don't count on that license being worth too much.
