why do sponsors not accept webmasters from certain countries?

I have theories and they all involve CC fraud but I dont honestly know why some countries are always excluded from partnership programs.

Any insight?

I dont run a sponsor program and never plan to, but should I be weary of webmasters from the countries sponsors ban?

its because webmasters from these countries are cheating mother fuckers.

jdante your sites dont involve credit card transactions so you wouldn't worry about that.

It's not worth the trouble 1 person from some eastern european countries can bring you with 100's of chargebacks. than 50 others will with honest traffic, because there almost no big boys from those countries and level of fraud is much higher, because of people's mentality.

Although i do accept people to my program because i come from there myself, and i understand the situation people are in.
