In the non-adult industry there's plenty of such programs, but I doubt you will find any clean programs that pays $5 CPM in adult.

The only one I know about is SexTracker, but they only pay $0,4 CPM. Furthermore, their "banner" has en extremely annoying audio ad and also it takes over your keyboard. Not worth it.

now think about what he charges per daily listings and what not he might have mingled in there to take advantage of that traffic, plus the hun store, etc... hmmm, I think it's falling a little short...

You won't get a program like the one you are asking for, but you might get a private agreement with someone, but you have to have good quality traffic and a ton of it.
