Ad rotation and management software?

Hey guys,
I need a good Banner rotator and management so I can start selling banner spots. I need it to be written in C using SSI. I don't mind paying for it, it doesn't have to be free as long as it's good. Of course free is better.
Do any of you know of such software? The ones I found were very costy, somewhere around $500 is too much for this stuff.

Or is there any Russian programmer who wanna make a bug? I need to script soon!
