This is not french from Canada or from France...there is no way. The only thing I can think of would be Creole or something like that. There are some similarities but it's not the same langage.

It's most likely written by someone who can't spell. There are people who write that way because they can't do it correctly.
Maybe it's just written by someone trying to write it the way they talk where he/she lives. So, it's a local slan in written form which is almost illegible for people who don't know that slang. It's as simple as that, IMO :D
