Maybe you should try cashcow?
They have theior own network, they pay 29.99$/membership...

That means that if a visitor just make 1 min, it makes you 29.99$...but after that, they have uinlimited dialer surfing time...

Actually it cost 29.99$/membership and they pay $5
Now they reduced the membership fee to $9.95 I think and they pay $2.5.
Only US is supported by the dialer

Due is almost right...
I talked to the owner and he said that he have 2 type of dialers...

The first one charge 29.99$/1 month ...and you get paid about 8$

The second one is : the surfer get charged 9.99$/call....and you get paid 2.50$/call...

There is no per minute charge...
