C programmer wanted

I need an experienced C programmer to make a little script (literally a couple of lines)

It probably will need one file IO each time it is hit, and i need it to be able to take 500,000 hits per day + (so no sloppy code).

I will need one file that gets hit a shed load, and i will need one file to be the admin script (could be written in perl i guess).

I could code this in mod_perl (i have) but i want it in C so that Joe Bloggs could use it on their site.

It was me run, i asked you about the editor because i wanted to work on Windows environment. I was using Xemacs of course on Linux.
