How to pick a part of a movie and put it into small parts?

what kind of movie?

if you are going to try to make your own clips like i do with full length movies

you might try virtual dub http://bbs.adultwebmasterinfo.com/ubb/smile.gif

you can open a video file, and then select where you want the clip to start, and where you want it to stop, then you can "extract" it or save that clip using whatever compression methods you wish

i make 8-16 30sec clips that are good quality for a movie site i and a friend are starting and i think this is what you are talking about
