An email I received today regarding it from the cheater:

Dear sirs,
I know that I made a big mistake in the past. Someone suggested me to get few traffic to my site in this way. But I deleted my accounts with Top Lists few days after, because I understood that I was making a cheating thing. I forgot to remove these frames and pages from my server.
Infact I am using a CJ site to trade traffic with CJ Pro version 2.01
and I am not cheating

The other frame is for counters only.
I hope that you can consider my position in a different way and you can notice to webmasters on the same page that I am not cheating them with trading traffic through my CJ site.
