Why some US companies, sponsors withhold 30% of our payments and some just send us full checks?

How does it work in America?

I would really appreciate it if some experience webmasters could explain it to me?

Who is "our"? Some companies require anything over $600 in revenue to be reported as income to IRS. If your offshore webmaster you need to complete the form that exempts you from this requirement and send it back to your sponsor. Otherwise, they need your SSN number, and they'll release all funds and not withhold the 30%.

Actually I personally don't have such problems since I live in US and I provide my SSn to the sponsors.

However some of my friend who lives in Europe keep asking me that question?
"why does some sponsors withhold 30% of their income?"
I heard something that if a foreign webmasters want to be paid 100% they have to sign some kind of contracts or fill out W8 Form, is that correct?
But myself I've never found any infomation about such things in the sponsors' websites.

Would someone mind explaining it to me?
