Well it's not standard with the initial base version of windows 95.
If the surfer has Plus for 95 though then he will have it.
All later versions of windows should also have this font available.
There are very few (attractive) fonts that you can be reasonably sure the surfer will see. Comic Sans MS is one of them.
The main three fonts I try to stick to are
Arial
Verdana
Comic Sans MS
There are a few others the are universal but I didn't like the looks of any of them.
There is some specific info about this at microsoft.com (Don't know how/where I dug it out of but I found it there once long ago http://bbs.adultwebmasterinfo.com/ubb/wink.gif

I have found Metro to work quite well
for me ...
I like to use Tahomma For Large text..
