The only trustworthy free host with all that you describe is Revsharehosting - you use their sponsors and you get all your 404 with noredirects or anything crazy. They also give you free content. They offer every single one of the things you are looking for.

why not install linux/php etc. on your local pc and learn right
from there?

eh, i installed it, not sure if it works...

does the apache page load ?
