The only trustworthy free host with all that you describe is Revsharehosting - you use their sponsors and you get all your 404 with noredirects or anything crazy. They also give you free content. They offer every single one of the things you are looking for.

why not install linux/php etc. on your local pc and learn right
from there?

eh, i installed it, not sure if it works...

this would be a lot more helpful if i knew any php :P haha

When you use your browser and type in http://localhost
does the apache page load ?
