Is there a "hit bank" ?

what I am looking for is an account that I can send traffic to from many different sites and build up "hit credit" and then be able to "at any time" draw traffic from them and send it to a url of my choice.
Does anybody know of such a place??
if it don't exist then its about time somebody started a "hit banking script"
