I would like to build a real clean TGP and sell traffic in tailored campaigns.

Is there a script that supports that?
e.g.
customer A: 100k gallery link hits at $0.02
customer B: 50k banner impressions at $0.002
(just examples)

Also, is there a secure way to charge customers beside wires. (Without having a merchant account).

IMHO the simplest (best) thing to do would be modify a banner exchange software package. You can set a sponsor to receive x hits from clicks and they have stat features built in plus you can track hits in by using different links (ie yourdomain.com/yourprogram.cgi?link=001).

You will of course cut out the banner rotation part.

If you want something quick and dirty then it can be writen in about 20 lines of Perl code including interfacing a SQL database (any program that stores files to a drive is killing your response times - databases rule). That would have fewer bells and wistles.
