you might have to upgrade to 2000, then again from 2000 to 2001-B
I'm not 100% on that.. just tossing out an idea

1.Double-click on the Database Converter folder in your ICQ folder on your desktop to display the ICQDBConvert dialog.
Select Fix an Old Database radio button if you are upgrading to 2000a for the first time.
Select Fix a New Database radio button if you are re-indexing or deleting a new database. Choose this option if your database is corrupt.
Select I’m not sure radio button to allow ICQ to search which database you are currently using.
2.Click on the Next button to continue, or click on the Cancel button to close the dialog without running the DB Converter process.
3.Select which ICQ owner's database you would like to convert from the ICQ Owner pull-down list.
Choose which parts of your history database you would like to convert from the pull-down list of History Options:
Select All History to convert your complete database history.
Select Last year's history only to convert only the history for the last year.
Select Last 6 months history only to convert only the history for the last 6 months.
Select Last 3 months history to convert only the history for the last 3 months.
Select No History (Only Contact List) to convert only the names of the users in your Contact List to the new Contact List.
5.Click on the Next button to continue, or click on the Cancel button to close the dialog without running the DB Converter process.
The ICQ Database Converter begins the conversion procedure of your database. This procedure may take a few minutes depending on the number of users you have chosen to convert in your database and the number of events you have chosen to convert.
6.Once the procedure has been completed click on the Next button. Then chose from the following options.
Click on the Convert/Fix Another ICQ Owner button if you want to convert the database of another ICQ owner registered on your computer.
Click on the Done button to close the dialog and then restart ICQ with the newly installed database.

Veteran and Upgrading Users:
Note: This process should be done before you install a newer version, and after some usage of ICQ 99a or older
To back up your Contact List do the following:
1.Shut down your ICQ before proceeding.
2.Find your ICQ directory (Under C:\Program Files\Icq\ - by default).
3.Save a copy of the Db folder to a different location(i.e. on your hard disk in a different folder or on a floppy disk).
4.Don't forget the location of where you saved the backup folder, incase you
will need it.
5.Download and install the latest version of ICQ.
6.After registering, copy the old Db folder you saved, into the Db folder in your
ICQ directory (Under C:\Program Files\Icq\ - by default). If the Db folder does
not exist, create one and then copy the files into it.
7.Run the Database converter as shown below.
Database Converter
First close the ICQ Program.
New Users
When the installation process is complete, ICQ will automatically launch the ICQ
Database Converter, notifying you that the ICQ database must be in the 99b
format. Simply click Ok to continue.
Veteran users
If your old version is 99a
In order to use an ICQ database with the new version, you must first convert your
old database. To do so, simply:
1.Back up your Contact List as shown above.
2.Download and install the latest version of ICQ.
3.Click the Start Button *> Programs *> Icq *> ICQ Database Converter,
and choose Convert an Old Database.
4.Choose an owner from the Drop Down Menu, and which history period to
convert. Choose one of the options in the drop down menu. We recommend
to select all history. This will convert both your old history and your Contact
List (list of users).
For upgrading your 99b version
In order to use an ICQ database with the new version, you must first convert your
old database. To do so, simply:
1.Back up your Contact List as shown above.
2.Download and install the latest version of ICQ.
3.Click the Start Button *> Programs *> Icq *> ICQ Database Converter,
and choose Fix New Database.
4.Choose an owner from the Drop Down Menu.
5.Choose which parts of your history database you would like to convert from
the pull-down list of History Options:
Select All History to convert your complete database history.
Select Last year's history only to convert only the history for the
last year.
Select Last 6 months history only to convert only the history for the
last 6 months.
Select Last 3 months history to convert only the history for the last
3 months.
Select No History (Only Contact List) to convert only the names of
the users in your Contact List to the new Contact List. Not all the
events between you and these users will be converted to the new
database; therefore, they will not exist on the new ICQ 99b.
6.Click the Next button.
The ICQ Database Converter begins the conversion procedure of your
database. This procedure may take a few minutes depending on the number
of users you have chosen to convert in your database.
7.Once the procedure has been completed click on the Next button. Then
chose from the following options:
Click on the Convert/Fix Another ICQ Owner button if you want to
convert the database history of another owner in your database.
Click on the Done button to close the DB Converter and then restart
ICQ with the newly installed database.
Your ICQ number MUST be registered on the current computer you're working on,
otherwise it will not convert the database. If for any reason ICQ does not recognize
your old Db (must be located in the ICQ folder,
C:\Program Files\Icq\db - by
default), make sure you have installed ICQ into the same directory it was originally
installed.
If your ICQ# is not registered on the current computer, you can add another
registered user to ICQ: ICQ menu *> Add/Change Current User *> Add Another
Registered User, and follow the on screen wizard. You must have a copy of your
owner's database (all files starting with Owner's_ICQ# in the db folder) saved in a
different folder. When you have completed registering your number, copy the old
owner's files from the old Db to the folder \icq\db. Then you'll be able to run the
database converter and continue as shown above.
