We made a deal to trade exit popups! Two hours after loading up each sites, he removed the exit popup!!

So? If he removed the popup, it means he doesnt want to trade anymore. So.. remove his popup off your site.

Do not accuse someone of cheating unless there's a valid reason and you have proof.
