Are lottery sites illegal, or do you need a license?

If I ran a lottery site, that gives away 10,000 dollars, something like that- are these illegal or do you need a license.

It would be up to the user to abide by the law of his local area...

Laws concering lotery and sweepstakes vary from state to state and contry to country..

I mean Iwon.com gives away a buncha money..

I dont think they are 'liscensed' by anyone
