rate limit exceeded??

I can't get in to my icq every time I click to go on line it says rate limit exceeded??? I went to icq websupport and they say there is no problem? so does anyone know what the problem is or how I can fix it?

Most likely because you had a "bad" internet connection so it kept connecting / disconnecting from ICQ without you noticing it. If it happends too much it give you a temp. ban or something where it say "rate limit exceeded"
