guys, you can talk on icq ? couse I can't, the program just trying to connect, but the rest of the internet seems to work for me

something strange happened. I mean my isp was down (but my traceroute seems to go until new york) and normally, the icq don't work. then my internet connection was fixed, but icq still try to connect. this morning, after strating my PC, the same: connection open, icq down.
suddenly icq connected ...
some sais they have problems, some don't
