Brute Force Attacks

Hi,

Does anyone know of any software that can stop 'brute force' attacks on a members area that doesn't need root access to a server? Pennywize (who I use) and other companies all need root access. I have looked everywhere, but have had no luck. It doesn't need to be free, I'm more that willing to pay for this.
