Burning a VCD?

Does anyone know how to burn a Video CD from a normal mpeg file? My CD burning software tells me the mpeg is in a VCD unsupported format, different resolution that is not VCD compliant. If anyone knows any software that converts mpeg to a VCD resolution that would be great. I need the VCD to be readable in a normal VCD player, not a PC.

I'm using Nero, but it when I try to burn a VCD using the mpeg file it says the mpeg file is invalid as it is not in the right format for a VCD. I need something to convert the mpg file into the right format for a VCD.
