I want to get into building professional looking web sites like this onehttp://www.allpetite.com/frs.php
I'm sure its simple but I wouldn't know how to do it. Please tell me how to learn this stuff and what tools I might need

If you want to to it nice, first i would suggest looking at other site that you consider "professional" and getting some ideas there. Next, get a graphics program such as photoshop or paint shop pro and try to make a nice logo and interface.

you have to get programs: Photoshop, Corel Draw and Illustrator.. you can do great things with this programs without any design expiernece

To get ideas from other sites its totaly ok.
But please do not copy the complete design :-)

Well i am dabling with graphics a bit, best thing to do is get a few programs to get going PS6-fireworks-painshop pro .ect
