Are they shaving us? I put their exit to my site and they are only counting 1 of 6 hits. Thats %15 of my exit.

No they aren't shaving you.

An exit console won't popup until your whole site is loaded. If it doesn't totally load than the exit won't popup.

15% is a little low, but I hear the average is like 30%.

I'm using javascript thing to load my site faster. It opens very fast in my terrible connection (48.000 bps dialup)
and when I close site, exit popup loads

Use zero frames and pop up inside of them! That way you'll get more then 30%...
