See the one 'brazil' - Why is the IP 68.89.71.48 coming out so many times?

The IP 68.89.71.48 comes back to

SBC Internet Services - Southwest SBCIS-SBIS-6BLK (NET-68-88-0-0-1)
68.88.0.0 - 68.95.255.255

So its not an AOL proxy thing... Does SBC use proxies in the same way that AOL does?

Forgive me but I am new to catching cheaters and log analyzing.

After further review. URL: rioexposed.com is a cheater!

Their domain is timing out now but the hits continue to be produced from the site.
