Movie Posting Question

Hi There,
I've lots of movies in a CD-ROM. They're amateur movies and I don't see any copyright, logo text etc. I don't have this movies licence (source unknown?)
can I use this movies on TGP submit ?

and if you suggest a good convertion movie site / signup sponsor I would be happy
