htaccess deny and cgi-bin

I noticed that after I deny an ip through the .htaccess file located in /public_html that my cgi-bin directory is still vunerable.<br /><br />I tried placing the .htaccess in the root directory but it causes cgi-bin to give an "internal server error" when attempting to run any script such as UCJ. <br /><br />Any ideas? I need to deny access from certain IP's to the cgi-bin directory and keep them from running my scripts. <br /><br />Thanks
