It's a telcoweb dialer. Anybody who sells telcoweb uses this dialer. Telcoweb is the company that collects from telco's and you signup under a reseller like one of the dozens of guys who promote them here. They all go to the same members area.

You're not 100% right there; we are using the telco dialer as well, however our dialers lead to our own paysites. We have sites in 6 different niches and they all have their own dialer.
