CEN, but I guess you'd pray for them not "drawing" the numbers. Anyway, if you do the maths, it's more profitable the "per signup" option. Big Time Cash too, but I'm a little worried about them, so I cannot recommend them at all

Just to expand on Harvey's point a bit. There's no program that pays high without maintaining ratios. If you have to keep to a ratio why use them at all??? As has been said you'll usually make more by just having per signup and have no worries about not being paid for not making the ratio.
