Personally I use ezzi.net since like half years, and they are ok. Bandwith is very cheap and it is very good, unlike cogent! they have multi BGP connections.
Of course these servers are UNMANAGED, but I can install required software for one time fee of 50$ USD
It is perfect for gallery submissions, free sites, se doorways etc. I also host a tgp site there, no downtimes since 133 days.
it is 2000Gb out + 2000Gb inbound traffic
