Any idea about how one can buy IP addresses and use them with their webhosts? How much does it cost? What is the smallest block one can purchase?

its my understanding that a normal person can not buy ips anymore. They are hard enough to get by the backbones. all info on ips would be at http://www.arin.net/ they assign the ips
