I want a cheap host for a site that hasnt taken off yet.

Well NEVER go with dollarpergig.com. They've been down for 4 weeks, and didn't give money back to customers.....

I never used them, but read about them on GFY...Try a search there and you'll find out.

The other hosting comp. I never heard of them.

i know the owner of a host and last time i check his prices were pretty cheap and had a rocket fast connection :)

I have account with exmasters.com since 10.10.2001. Account was created at the same day and galleries from them were approved in all main TGP without problems except Easypic.com (banned). Not very fast, but very cheap hosting. Also has handy tool to monitor bandwidth usage.
No downtimes for last week :)

I recommend you Interaid ( http://www.interaid.com ) They are really very good and cheap prices. And their support is very good too.
