CGI Link Script

Does anyone know of a good linking cgi script to allow or disallow access by domain?

Just use htaccess but it can also be done with CGI however uses same principal regardless.

I have tried the htaccess way, but it will not allow me to view my videos(.mov and .wmv) to be viewed. So I thought using a cgi program to pass the info through instead might work. This is driving me crazy as it is holding me up from launching a new site!!!
