Where can I get a traffic control pannel/script?

Basically, I'd like to be able to sent 404, hotlinks, blind links, etc. from my various sites to a central location (i.e. a pannel); and from that central location, be able to tract and dispatch these hits to my various other sites.<br />For example: <br />- 1000 hotlinks hits from sites A and B to be sent to site C on day X<br /><br />- 100 404 hits per hour (up to 1000 hits) from sites A, B, C, D to be sent to site E <br /><br />Is there such a pannel that will allow me to track and dispatch traffic?<br /><br />Thanks
