direct traffic

Not sure if this can be done, can think of anyway it could but maybe someone else could. I would like to be able to direct traffic to a page by there connection.. ie: dialup or cable modem. Is this possible??

We have done something similair to this, but we did it on IP basis. We just took the IP addresses used for dialin and adsl, but this is a little hard for all providers in the world.
