Good idea, Jon
If you are starting a new TGP/TGP2, you need a few basic things.
A)Fresh Traffic
B)Content - galleries
C)Traffic Trade Script
Now, established webmasters can usually find some traffic to feed a new site. It can be 404 traffic, forced hits from one of your established sites, links off of freesites, exit traffic off your AVS sales sites, etc etc
Content - well, for TGP, you can ask an established TGP if you can use some of their links. You can get daily links from Richard's Realm, and Sublime Directory. If you have a TGP, you can just use those links to get you going. You can also do submit page link trades with other sites to help bring in fresh submits. You may also want to contact the various autosubmitters, and have them add your submit form into their databases.
For TGP2, you can do the same thing, and you can make use of the TGP2 Gallery Pool for plenty of fresh links.

Don't do, and if you are going to do it, find a good host.

Hey Jon,
I think that the most important thing that has to be done and is often not done (myself included! lol) is updating EVERY SINGLE DAY! :)
I know it because I have a small TGP that had 10k / day and now that I've been slacking for a while I'm down to 200/day! lol
Thankfully TGP is not where my income comes from, but definitely, for people who want to get serious with it, this is an important factor!
I hope ot helps and is not TOO obvious! lol
take care,
Bruno
