Jpeg Tool?

Is there a tool/program that can rename all the jpg/jpeg's in a given folder?

Ex: Folder A consist of 1000 images named photo1.jpg, photo2.jpg, etc etc. How do i rename them to say 001.jpg, 002.jpg ?
